The Department of Energy Security was established in 2021 as a dedicated unit within iSANS, comprising professionals in the energy sector who had to leave Belarus following the events of 2020. In the wake of the closure of several NGOs in Belarus and the suppression of independent experts, the Department of Energy Security stands as one of the few continuously operating teams focusing on energy issues in Belarus.

Our projects

Producing the annual 'Review of the State of the Fuel and Energy Complex' since 2021. In response to the cessation of energy statistics publications, we initiated comprehensive monitoring of various information sources. As a result, our review now offers the most detailed insights into the state of Belarus' energy sector.

We regularly disseminating analytical materials on the most significant events in Belarus' energy sector.

Our team

Our team consists of highly experienced energy experts from Belarus, boasting up to 25 years of industry expertise. Previously, our team members were actively involved in significant initiatives, including the development of the current Concept of Energy Security of the Republic of Belarus, drafting the 'On Energy Efficiency' law, and designing state programs for the advancement of the energy system. Additionally, they contributed to National Communications and National Determined Contributions within the UNFCCC framework, participated in forecasting energy system simulations as part of various international projects, and conducted technical and economic assessments for the construction of new capacities in Belarus.

Projects for Belarus

Our research in Belarus encompasses several key directions: 1. Energy Security: This involves devising measures and strategies to ensure the smooth functioning of the fuel and energy complex in the event of restricted energy resource supplies from Russia, ultimately reducing energy dependence. 2. Energy System Reform: We focus on reforming various energy markets, including electricity, thermal energy, gas, biofuels, and renewable energy sources. Additionally, we delve into tariff reforms and incentives aimed at enhancing energy efficiency. 3. Integration with the EU Energy Complex: We work towards synchronizing the electricity grid and coordinating gas network management to foster integration with the energy complex of the European Union. 4. Decarbonization: Our efforts include developing plans and roadmaps for reducing greenhouse gas emissions. We also engage in drafting legislative acts to implement proposed decarbonization measures. 5. Monitoring the Current State of the Energy Complex: We annually publish the Energy Sector Subscription to Belarus Energy Digest for April 2024 We produce and distribute the Belarus Energy Digest by subscription on a monthly basis, offering detailed analysis of key events in various energy-related topics. We continuously monitor and review over 40 different information sources related to Belarus' energy system to provide the most important and up-to-date information. Each issue includes a specific topic section with more in depth analysis.

Regional projects

We are prepared to engage in regional studies encompassing Eastern and Central European countries, with a focus on data collection, analysis, and modeling of Belarus' energy system. Moreover, we are open to projects examining the mutual influence of diverse energy systems. These endeavors may explore potential energy threats and examine future interactions between Belarus' energy system and neighboring countries or the wider European Union.
